Preheat the oven to 450°F (232°C).
In a large bowl, combine flour, baking powder, garlic powder, and salt.
Cut in the cold butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
Stir in the shredded cheddar cheese until evenly combined.
In a separate bowl, mix together the crab meat, cream cheese, lemon juice, and green onions until well combined.
Scoop out about 1/4 cup of biscuit dough and flatten it slightly. Place about 1 tablespoon of the crab filling in the center, then fold the dough over to enclose the filling completely. Repeat for the remaining dough and filling.
Place the stuffed biscuits on a baking sheet lined with parchment paper, spacing them about 2 inches apart.
Bake for 12-15 minutes or until the tops are golden brown.
While the biscuits cool, prepare the lemon butter sauce by combining melted butter, lemon zest, and parsley in a small bowl.
Drizzle the lemon butter sauce over the biscuits just before serving.
