Preheat your oven to 350°F (175°C).
Wash, peel, and slice the Yukon Gold potatoes thinly (about 1/8 inch thick).
In a mixing bowl, combine the heavy cream, whole milk, garlic powder, onion powder, salt, and pepper.
Add half of the sliced potatoes to a greased 9x13 inch baking dish, followed by half of the cheese mixture.
Repeat the layering process with the remaining potatoes and cheese mixture.
Cover the dish with aluminum foil and bake for 45 minutes.
Remove the foil and sprinkle the remaining cheese on top. Bake uncovered for an additional 15-20 minutes.
Allow the dish to cool for 10 minutes before serving.
