- Preheat the oven to 350°F (175°C).
- Cook the broccoli in a pot of boiling water for 3-4 minutes until crisp-tender.
- In a large mixing bowl, combine the broccoli, cooked rice, cheddar cheese, cream of mushroom soup, sour cream, garlic powder, and black pepper.
- Transfer the mixture to a greased 9x13-inch baking dish.
- Sprinkle grated Parmesan cheese and fried onion rings on top.
- Bake in the preheated oven for 25-30 minutes until bubbly and golden.
- Let the casserole cool for 5-10 minutes before serving.
