Preheat the oven to 350°F (175°C) and prepare your cake pans.
In a large mixing bowl, combine the dry ingredients: flour, sugar, cocoa powder, baking powder, baking soda, and salt.
In a separate bowl, whisk together the wet ingredients: eggs, milk, vegetable oil, and vanilla extract.
Gradually add the wet mixture to the dry ingredients and mix until just combined.
Divide the batter evenly between the prepared cake pans.
Bake the cakes for 30-35 minutes or until a toothpick inserted into the center comes out clean.
Once baked, remove the cakes from the oven and let them cool in the pans for 10 minutes before transferring them to a wire rack.
After completely cooling, drizzle the caramel sauce between the two layers and on top of the cake.
If desired, sprinkle chocolate chips over the top for decoration.
