Preheat the oven to 350°F (175°C).
Prepare the cake mix according to the package instructions.
Pour the batter into a greased 9x13 inch baking pan.
Bake the cake for 30 to 35 minutes or until a toothpick comes out clean.
Remove from the oven and let the cake cool for 15 minutes.
Use a fork to poke holes throughout the cake about 1 inch apart.
Pour the sweetened condensed milk evenly over the cake.
Spread chopped strawberries and mini chocolate chips evenly across the top.
Cover and refrigerate the cake for at least 2 hours, preferably overnight.
Top with whipped cream and additional strawberries before serving.
